CMP to Sell Targets. The CMP now sells three special targets for use in the CMP Rimfire Sporter Match, position air rifle shooting or basic rifle marksmanship instruction. The targets are a new addition to the CMP program that provides basic equipment and supplies needed by teams and clubs for marksmanship training and entry-level competitions. The program offers special prices so that teams and clubs can offer marksmanship training and competitions to as many youth and adults as possible. The targets now available from CMP Sales are: o Rimfire Sporter Rifle Targets. These are full-sized targets with 1.76" white ten rings to facilitate scope sight aiming. They are designed for 50 and 25 yard shooting in CMP Rimfire Sporter Rifle matches. For full-sized targets, order NLU049, $6.50/100. For target centers only, order NLU050, $6.00/100. o 10-Bull Air Rifle Targets. These are standard 10-bull air rifles targets for use in standing and three-position air rifle training and competitions that are promoted by National Three-Position Air Rifle Council member organizations. These targets may be ordered from CMP Sales for a cost of $12.50 per 250 targets. Order NLU051. o BMC Smallbore/Air Rifle Training Targets. The BMC (Basic Marksmanship Course) targets are specially designed for firing at 50 feet (smallbore rifles) or 10 meters (air rifles) when teaching basic rifle marksmanship to juniors or adults. The targets have large scoring rings that are designed to contain almost all well-aimed shots fired by new shooters. This gives them positive feedback that is not available when using the smaller, more difficult competition targets where many new shooters' shots are misses. Students should "graduate" to the regular 50 feet or 10-meter targets after they are able to keep all of their shots in the eight or nine rings on BMC targets. Order BMC Targets from CMP Sales. USOC Offers
Free Olympic Coach E-Magazine. The U.S. Olympic Committee's Coaching
and Sport Sciences Department publishes a quarterly print magazine, Olympic
Coach. The USOC provides this magazine to coaches who are active in Olympic
sports' competition and training programs. The USOC recently announced that
a new on-line version of this magazine is now available to any interested
person free of charge. The Olympic Coach E-Magazine has articles about improving
athlete performance, sports psychology, nutrition, sports medicine, strength
training, conditioning and coaching techniques. This quarterly electronic
publication should be especially valuable to anyone who is active in coaching
a competitive shooting team or a junior shooting team or club. Anyone interested

Junior
Distinguished Badge Presentations. Four Junior Distinguished Badge
recipients were honored in a special presentation during the Georgia Sport
Shooting Association’s annual meeting that took place in Macon, Georgia
on 11 January 2003. Brigadier General Richard Capps (Ret.), CMP Inspector
General, presented new badges to four Georgia juniors who earned their badges
in 2002. Honorees were James Hall, Kristi Smith, Richard Tickle and Jeremy
Drennan,. The Junior Distinguished Badge is awarded to truly outstanding
junior shooters who earn at least 30 EIC points in major national and regional
three-position air rifle competitions. The complete list of all juniors

CMP Store
to Open on Saturdays. The CMP Store at Camp Perry, Ohio has proven
to be very popular with CMP customers. In response to numerous customer
requests, a change has just been made that should make it even more popular
with customers. Beginning on 27 January 2003, the store will be open on
Saturdays. It will now be open on Tuesday through Friday from 9AM to 3PM
and on Saturday from 8:30AM to 3:30PM; closed on Sunday and Monday. The
new CMP Store hours will be 9:00 AM to 3:00 PM, Tuesday through Saturday.
M1 Garand Purchases. In 2002, the M1 Garand purchase limits were set at five U.S. and two Danish issue rifles, in addition to any collector grade rifles that could be purchased when they were available. Effective immediately, the limit in the number of M1 Garand rifles that customers can purchase in one year will no longer be differentiated according to type of rifle. Members now may purchase any combination of U. S. or Danish service or rack grade M1 Garand rifles up to a maximum of eight per calendar year. The purchase limit for stripped/barreled receivers remains at ten per calendar year. Olin White Box Smallbore Ammo Available. The CMP recently received 900 cans of this surplus "white box" ammo. Each can contains 5,100 rounds. Orders will be accepted by CMP Sales on a first come, first served basis while this ammo lasts. Order NLU441. The price is $76.50 per can, plus $23.00 shipping and handling. Clark County, Nevada Receives Federal Land for Shooting Range. On December 17, President George W. Bush signed a bill giving 2,880 acres of federal land, valued at $230 million, to Clark County, Nevada, to construct the largest multi-purpose public shooting range in America. The projected $30 million Clark County Sport Shooting Park will include ranges for archery, air guns, pistols, rifles and shotguns as well as for trap, skeet and sporting clays. The state's congressional delegation supported the bill allocating the land for the project. County officials have said the facility would be modeled after the Ben Avery Shooting Range, a publicly owned and operated facility about 23 miles north of Phoenix, Arizona that was recently closed by suburban encroachment. Ottawa County Tornado Relief. National Matches competitors from throughout the country contributed a total of $2,640 in donations to assist victims of the November 2002 tornadoes that slashed across Ottawa County, Ohio, the home of Camp Perry and the National Matches. CMP Director Gary Anderson recently turned over these contributions to the Ottawa County Red Cross. Anderson said, "the willingness of National Matches competitors from all over the country to assist tornado victims in the Camp Perry area demonstrates their sincere regard and concern for the community that hosts them every year during the matches." Volunteers Respond To Call For Target Scorers. Two groups of volunteer target scorers will work at Camp Perry and in the Atlanta, Georgia area during the week of 20-26 January 2003. These volunteers will score as many as 18,000 10-meter air rifles targets that were fired by 6,000 high school JROTC students in postal competitions that constituted the first stage qualifying for the JROTC National Air Rifle Championship that will be held at Fort Benning, Georgia on 27-29 March 2003. The CMP expresses its thanks to the individuals and groups who responded to this call for volunteers. Shooters firing offhand in the first Rimfire Sporter Match that was held during the 2002 National Matches at Camp Perry. Host Clubs For 2003 Rimfire Sporter Matches Sought. The CMP inaugurated an exciting new recreation-oriented target game in 2002 when CMP Rimfire Sporter Rifle Matches were conducted at Camp Perry, during the National Matches, and at Wolf Creek in Atlanta. The Rimfire Sporter Match has been called the "Garand Match of rimfire shooting." In 2003, the CMP plans to expand the number of national-level Rimfire Sporter Rifle Matches by conducting up to five "CMP Centennial Series Rimfire Sporter Matches" at host clubs throughout the country. To host one of these matches, clubs must have a minimum of 40 covered 50-yard firing points and be willing to provide five or six volunteers to assist with the competition. The CMP will provide the Match Director to conduct a clinic and the competition, as well as the targets, achievement medals and participant's T-shirts. The reward for participating clubs will be having an opportunity to give recreation-oriented shooters in your area a new competition and to assist in developing this exciting form of competitive shooting. CMP Sanctioned Matches. In addition to these Centennial Series Rimfire Matches, any affiliated club can now conduct its own Rimfire Sporter Match that is sanctioned by the CMP. In 2003, the CMP will sanction Club Garand Matches, Springfield Matches, Vintage Military Rifle Matches and Rimfire Sporter Matches. The CMP match sanctioning program will feature several changes that will go into effect in 2003. There will be a basic $20 match-sanctioning fee for CMP-Sanctioned Garand, Springfield, Vintage Military Rifle and Rimfire Sporter Matches. Match sponsors will be able to purchase special award pins that they can present at their matches to recognize the same achievement levels that are rewarded with medallions at the National Garand, Springfield and Rimfire Sporter Matches. CMP Training Director Bob Foth still has a few weekends open on his schedule during the months of January-April and September-December when he can conduct "Pairs Clinics" in smallbore or air rifle target shooting for junior/adult (coach or parent) combinations. These clinics have a flexible schedule, but generally start on Friday evening and end on Sunday afternoon. Annual Statistical Reports that CMP-affiliated clubs must complete in the first three months of the year to renew their affiliations are being distributed during the month of January 2003. CMP club contacts that provided email addresses will receive their Annual Report Notices via email and will be able to file reports on-line on the CMP web site. All affiliated clubs, teams and camps must complete and file Annual Reports to reaffiliate with the CMP for 2003. Smallbore Ammunition Prices Going Up This Year. Starting on 1 January 2003, clubs that receive allocated (subsidized) smallbore ammo or that purchase additional smallbore ammo at club prices will have to pay shipping charges in addition to the allocated ammo service fee or the club price for the ammo. The service fee for 6,500 rounds of .22 cal. training-grade ammo will remain at $65.00 per 6,500 rounds of allocated ammunition. The club purchase price for unlimited additional quantities of smallbore ammo will still be $95.00 per 6,500 rounds. In 2003, however, an additional $27.50 in shipping costs must be added to the service fee or ammo purchase price. Shipping charges must now also be added to the cost of commercial center-fire ammunition that clubs order from CMP. These shipping charges apply to all ammo shipped to any of the continental U. S. states; clubs in Hawaii and Alaska will have to pay actual shipping charges to transport the ammo to their states. This increase was necessitated by increased charges from the company that supplies this ammo to CMP. The costs to clubs for air rifle pellets or BBs will remain about the same as last year. M1 Carbine Club Price Lowered. Last November, the CMP announced a reduction in the price paid by affiliated clubs to purchase Cal. .30 M1 Carbines (NLU RO17) from $500 per rifle to $350 per rifle. In addition to this price reduction that was intended to make it easier for clubs to replace older carbines or to obtain new rifles for their club members' use, the CMP Board recently changed the requirement that clubs must have a junior program to purchase carbines. Now any CMP affiliated club in good standing can order carbines for their members' use at the new price. AR-15 Type Prices to Going Up. Beginning 3 February 2003, prices for AR-15 Type rifles or upper receiver assemblies featuring the Krieger stainless steel barrel will be raised an additional $20. After 3 February, the price for the AR-15 Type Compass Lake complete rifle with the Krieger stainless steel barrel will be $1,370.00. AR-15 Type Compass Lake upper receiver assemblies featuring the Krieger stainless steel barrel will cost $930.00. The CMP makes AR-15 Type rifles available to CMP affiliated clubs or state associations that have both a highpower rifle program and a junior rifle program at a subsidized cost. Effective 1 January 2003, the prices clubs or junior teams pay for the Feinwerkbau P70 Junior precision air rifles increased from $680 to $725 per rifle. In another recent program change that should help many clubs and school teams, the P70 Junior Air Rifle was added to the Delayed Payment Purchase Program. Now, clubs or teams can pay 20% of the purchase price ($145.00) at the time the order is placed and then pay for the rifle by making four additional payments of $145 each at six-month intervals.
